In New York State an establishment must offer food before it is eligible for a liquor license.
Many restaurants have bars and serve liquor, so it may be difficult to tell a bar from a restaurant.
Well, if it says it is a bar, we call it a bar. If a prominent part of the establishment is a bar and we think that at least some people go there to drink, then we call it a bar. Many establishments appear both in our Restaurant page and in our Bars page.
